Whiteside County Family
Literacy Partnership -
The mission of the Whiteside County Parenting Project
is to offer an umbrella of parent education support services, which meet the
varied needs of families throughout Whiteside County. The primary goal of
these programs is to support families in nurturing their children in order
to ensure their future success in school and the community.

Prevention Initiative
- This program is an integral partner in the
Learning
Together Family Literacy Program, an intensive, daily, site-based family
literacy program serving parents in need of Adult Basic Education and their
young children ages 6 weeks to 3 years. Each daily class includes parent
education, parent/child literacy interaction, parent/child activities, early
childhood education, and adult education.
The Whiteside County Literacy Leadership Coordination Project
- The primary function of the Literacy Leadership Coordination
Project is the coordination of family literacy programming in Whiteside County
through the Whiteside Regional Office of Education. Coordination activities
include case management services, planning activities for joint programming with
collaborating partners, coordinating services to provide all components of
family literacy for each enrolled family, arranging and monitoring daily
transportation, and collaborating with partners for program development.
Secretary of State
Family Literacy - The Secretary of State Family Literacy Grant provides supporting
funds for Class Familiar/Family Class. The Whiteside Regional Office of
Education, Head Start, Early Bird Pre-Kindergarten Program and Sterling Public
Library are partners on this project.
Even Start Program

The Whiteside Regional Office of Education and Head Start work together as partners
to provide two Even Start Family Literacy Programs - "Clase Familiar/Family
Class" and "Learning Together Class."

Whiteside
County Prevention Initiatives -
The goal of the Whiteside Regional Office of Education has been to find
grant programs that help parents be better parents, get children ready to
learn by the time they get to kindergarten, and to keep students from
dropping out of school.

Parents As Teachers
- The project is part of a statewide
effort to help parents develop the skill and confidence they need to
encourage and foster their children's healthy development, thereby
enhancing their children's ability to function well on school entry.
Jump Start - Learning
Partners Pre-kindergarten Program - Jump Start is funded by
Illinois State Board of Education Early Childhood Block Grant. The
purpose of the grant is to establish pre-kindergarten programs that
would serve children ages 3-5 years of age.
Truants' Alternative Program
- The Whiteside County Truants’ Alternative Program assists all
schools in Whiteside County by providing services to reduce school
absenteeism and truancy.
Education Outreach
Program -
Education Outreach is a dropout retrieval program designed to aid young adults
between the ages of 17 - 21 obtain their GED and gain work-readiness skills.
The program is funded through a grant from the Northwest Illinois Workforce
Investment Board.
Center For Change
-
The Regional Center for Change
opened in September, 1997 to provide a highly structured program for
students in grades 6-7-8-9 who are eligible for suspension or expulsion
from their local schools due to acts of violence, chronically disruptive
behavior, or possession of weapons, drugs, or alcohol on school
property. Students are placed in the program through an administrative
transfer process from their local school district. The funding for this
grant program is received through an application process and is the
result of the Illinois' Safe Schools Act of 1995.
Parent Based Instruction -
The manual is provided
as a guide to assist teachers in the development of a series of
activities that will help parents become better acquainted with the
educational process of their children. All children need help from their
parents to succeed in school. As teachers, we have a responsibility to
make sure that parents are given the opportunity to be a part of their
children's education.
McKinney-Vento Homeless Program
- This program assists Whiteside County school
districts in identifying homeless students and providing families with
assistance to meet educational needs. This is a sub-grant funded
program.
The Whiteside ROE works to ensure that every school
district has a registered homeless liaison that is trained on the rights
of homeless students. Professional development is provided to liaisons,
school districts, and community agencies to increase awareness of
homeless education. Coordinating services with local liaisons can be
very effective. Among the benefits reported by state coordinators in a
2005 education survey, there was an increase of identification of
homeless children, increase of service provision for homeless children,
better coordination among school district programs and local agencies,
increased awareness of homeless issues, and more effective communication
between state and local agencies. The ROE makes every effort to assist
with removal of barriers for school success and advocates for the rights
of homeless students. Other services that are provided include
purchasing school supplies, assistance with tutoring and after school
programs, health referral services, student record requirements, and
parent education.
