The Regional Center for Change opened in September, 1997 to provide a highly structured program for students in grades 6-7-8-9 who are eligible for suspension or expulsion from their local schools due to acts of violence, chronically disruptive behavior, or possession of weapons, drugs, or alcohol on school property. Students are placed in the program through an administrative transfer process from their local school district. The funding for this grant program is received through an application process and is the result of Illinois' Safe Schools Act of 1995.

The Center uses the P.E.A.C.E. Curriculum which is designed to provide systematic lessons in anger control, empathy, social skills development, and personal responsibility. A Parent Empowerment component enables parents to understand the process and focus of the training that the students are experiencing to promote reinforcement of these new skills in the home and community.

Since the students in the program are from four grade levels and have a variety of academic needs, The Advanced Learning System (ALS), a computer based curriculum, provides an individualized curriculum for each student. Behavior is managed by a combined system of levels and privileges. To aid in the transition back to the local schools, students are involved in community service projects. The evaluation of the program will be based on the level of successful transition of students back into their local schools. On-going support of these students will be provided by the staff of the Center.

Those districts who have chosen to participate in the program are: Erie C.U.S.D. #1, River Bend C.U.S.D. #2, Prophetstown-Lyndon-Tampico C.U.S.D. #3, Sterling C.U.S.D. #5, Morrison C.U.S.D. #6, Rock Falls Elementary Dist. #13, Rock Falls Township High School Dist. #301, Montmorency C.C.S.D. #145, East Coloma School Dist. #12, and Riverdale Elementary School Dist. #14.

The Board of Directors that oversees the program consists of representatives from each of the participating districts, Bi-County Special Education Cooperative, Whiteside County Court Services, and the Regional Center for Change.
