Bi-County Board of Control - The Regional Superintendent is a member of the Bi-County Board of Control and Administrative Agent for the Bi-County Special Education Cooperative. The purpose of the Cooperative is to encourage, develop, and operate, or assist in the operation of, those Special Education programs needed for exceptional and disabled children, in conformity with the Illinois School Code.
